Online safety used to sit mostly inside moderation. Platforms watched for harmful posts, responded to reports, and removed content after it had already spread. That still matters, but it explains less of what regulators now care about. Across Asia and nearby markets, the focus is shifting toward access, design, and the product features that can increase risk for younger users. Singapore’s age assurance regime for designated app stores, Australia’s social media age restrictions, and Indonesia’s new restrictions on under-16 access to certain platforms all point in the same direction.

For founders, that changes the conversation. Safety is no longer something that belongs mainly to moderation teams or legal staff. It now reaches into onboarding, account creation, recommendation systems, messaging settings, and growth decisions. In Singapore, designated app stores have been required since April 1, 2026 to implement age assurance measures to prevent users younger than 18 from accessing and downloading age-inappropriate apps. The framework covers the Apple App Store, Google Play Store, Huawei AppGallery, Microsoft Store, and Samsung Galaxy Store. In Australia, age-restricted social media platforms have needed to take reasonable steps since December 10, 2025 to prevent under-16s from creating or keeping accounts.

These moves point to a broader policy shift. Policymakers are asking not only whether platforms remove harmful content quickly enough, but also whether the service itself reduces foreseeable harm before users get drawn deeper into it.

Regulation is moving closer to the product

Singapore shows this especially clearly. Its framework does not stop at content inside an app. It reaches the app store layer, which means access and distribution are now part of the safety discussion. Product teams have to think about age checks and access controls before a user even enters the service. The Infocomm Media Development Authority says designated app stores may use age verification, age estimation, or age inference, and may apply those checks when a user accesses the store, logs in, creates an account, or tries to download an 18+ app.

Australia points in a similar direction. The legal obligation is framed around preventing under-16s from holding accounts on age-restricted social media platforms, but the surrounding eSafety guidance makes clear that regulators are looking at systems, not just isolated pieces of content. Its materials refer to logged-in environments, core and messaging features, and proactive expectations that services consider children’s interests in how they are designed and operated.

That is the practical shift. Once rules start touching access controls, recommendation-heavy environments, and account-based participation, safety stops being a document to review near launch. It becomes part of the architecture.

Why founders should care early

Many startup teams still act as if regulation becomes relevant only after scale. That is getting harder to justify. If a company waits until a market tightens its rules, redesigning onboarding, user segmentation, parental controls, reporting systems, and account management flows can be slow and expensive. Building safer defaults early is usually easier than retrofitting them under pressure.

There is also a business reason to pay attention. Product choices linked to youth safety, identity checks, and user protection can affect app distribution, enterprise trust, partnership discussions, and investor diligence. A startup expanding across several markets may find that the legal language differs while the expectation feels familiar. Singapore is focused on age assurance at the app distribution layer. Australia ties restrictions to account access and platform responsibility. Indonesia has justified its policy around cyberbullying, scams, pornography, and addiction.

The pressure is not limited to social media in the narrow sense. Youth-oriented platforms such as Roblox have also come under scrutiny, with some governments pushing for stricter safeguards and, in some cases, considering or imposing access restrictions.

Age checks are only one piece

It would be easy to read these developments as a simple push for tougher age gates. That would miss the larger point. UNICEF’s rapid analysis of age-based social media restrictions found 36 jurisdictions under discussion, proposal, enactment, or implementation as of March 13, 2026. It also warns that where restrictions are implemented in isolation, harmful design features may remain unchanged. Children may still find workarounds, use borrowed accounts, or move to platforms outside the rules. UNICEF also calls age assurance a critical and unresolved implementation challenge.

That brings the issue back to product design. The real question is not whether a platform can add one more verification step. It is whether the service has thought through the full risk journey. How easy is it for younger users to sign up? What does the system recommend by default? Are messaging settings too open? Can unwanted contact be limited? Are there clear ways to report harm? Can parents and guardians understand what safeguards actually exist?

What startup teams should build into the roadmap

A sensible starting point is to map where risk enters the product. That often begins with onboarding, identity signals, account creation, and the moment a user is recommended content or connected to others. Teams should know which features increase exposure for minors and which ones are likely to draw scrutiny in markets where age restrictions are tightening.

Defaults deserve a close look as well. Many safety failures are not caused by the total absence of a safeguard. They happen because risky features are switched on by default while protections are buried in settings or explained poorly. Product teams should review direct messaging permissions, account discoverability, recommendation intensity, visibility of engagement metrics, and escalation paths when users report harm.

Safety review also needs to be cross-functional. If it sits only with legal or policy staff, product decisions can still drift toward engagement with too little resistance. Product managers, engineers, legal teams, and operations staff should review higher-risk features together, especially ahead of launches in new markets.

The product is now part of the policy conversation

Asia’s online safety shift is still unfolding, and the details will vary from one market to another. The broader pattern is already visible. Online safety is moving closer to onboarding, recommendation systems, app distribution, and default user experience. That changes the job for founders. Safety can no longer sit at the edge of the roadmap. It is becoming part of how the product itself is judged.

Not every startup needs to build for the strictest possible regime on day one. But teams should stop treating safety as something to handle later. In the next phase of digital regulation in Asia, product choices will increasingly be where policy lands first.
