The Malaysian Communications and Multimedia Commission (MCMC) has on Friday issued the notice on the publication of the Risk Mitigation Code and the Child Protection Code under the Online Safety Act 2025 (ONSA).
The Risk Mitigation Code specifies the measures to be implemented by licensed service providers to mitigate the risk of users being exposed to harmful content, in compliance with the duty under section 13 of ONSA, the regulator said in a statement.
These measures include risk assessment and risk mitigation measures relating to content management and moderation, user empowerment and controls, online safety of child users, safe design of the services, and safety policies of the services.
Meanwhile, the Child Protection Code specifies the measures to be implemented by licensed service providers to ensure the safe use of their services by child users, in compliance with the duty under section 18 of ONSA.
These measures include restrictions for U16 users, age verification, content moderation, parental controls, privacy and safety settings, and search and recommendation systems.
Pursuant to section 80 of ONSA, MCMC said it is empowered to issue the codes for the purposes of compliance with the duties under Part III by licensed applications service providers (ASPs) and licensed content applications service providers (CASPs).
