The Vietnamese government plans to transform VNeID, the country’s national digital identity application, into a superapp capable of handling citizen authentication, cashless payments and public services, according to a decision signed by Deputy Prime Minister Ho Quoc Dung in late May.
The decision lays out a roadmap for developing VNeID from 2026 through 2030, with a longer-term vision extending to 2045. The Ministry of Public Security, which oversees VNeID, will lead the overhaul of the platform, with the support of other ministries.
VNeID is set to become a “superapp,” typically a single platform encompassing digital storage of personal documents, electronic identity verification, online public services, a digital wallet, social welfare disbursements, and an official communication channel between citizens and state agencies.
Funding will come primarily from the state budget, with contributions encouraged from private enterprises and through public-private partnership arrangements.
Cashless payment remains a key target
By 2030, 70 percent of VNeID users are to regularly pay for essential bills and services through the platform without using cash. By 2045, that target rises to 100 percent.
Payment functionality will be integrated with users’ bank accounts and e-wallets. Social welfare recipients can receive their payments directly through the app.
Targets for 2028
By 2028, all eligible Vietnamese citizens and foreign residents are to be issued a digital identity account linked to VNeID. Every mobile phone subscription in the country is to be verified and linked to VNeID. At least 80 percent of citizens must have their digital signature certificates for use in online public services. All legally required personal and organizational documents are to be integrated into the platform.
AI and Mini Apps
A target of the the plan is to utilize artificial intelligence (AI) in VNeID to personalize the user experience, with 70 percent of features and services incorporating AI by 2030 and 100 percent by 2045. The redesigned platform will also support a Mini App ecosystem, allowing ministries, local authorities, and private businesses to build and offer their own services within VNeID.
Technologies including blockchain and big data are cited as priorities for integration during the system’s upgrade.
