Amazon Kuiper Vietnam, the local satellite unit of U.S. technology group Amazon, has received a Vietnamese licence to run a private satellite-based telecommunications network.

In a statement on Thursday, Vietnam’s Ministry of Science and Technology said Minister Vu Hai Quan handed over the license to Amazon Kuiper Vietnam in New York on Wednesday. The ceremony was on the sidelines of Vietnam General Secretary- State President To Lam’s working trip in the United States.

Amazon Kuiper can operate a private network linking satellites to ground infrastructure in Vietnam. The operation will test and check the performance of customer terminal equipment and assess the quality of products made in Vietnam.

It has nationwide scope and must comply with Vietnam’s rules on telecommunications, radio frequencies, technical standards, service qualit, and information security.

Amazon Kuiper Vietnam is Amazon’s Vietnamese entity for satellite connectivity, set up in Ho Chi Minh City in 2024. It has a charter capital of $5.1 million.

Its parent network, Amazon Leo — renamed from Project Kuiper in November 2025 — plans a constellation of more than 3,000 low-Earth-orbit satellites to deliver high-speed, low-latency internet to areas hard to reach by conventional infrastructure.

The testing licence supports Amazon’s plan to make satellite terminals in Vietnam, part of a broader push the company has tied to a roughly $570 million investment, at least six ground stations by 2030 and terminal production in Bac Ninh province through local partners.

Amazon’s commercial satellite-internet service in Vietnam is not yet approved. The company applied in 2025 to join a controlled pilot allowing up to 600,000 subscribers.
