TikTok has invested nearly $5 billion in Vietnam over seven years of operation and plans to establish a domestic legal entity in the country.

Nguyen Lam Thanh, Director of TikTok Vietnam, disclosed the plans during a working session on Wednesday with Vietnamese Deputy Minister of Finance Cao Anh Tuan. The establishment of the local entity aims to enhance data management, simplify procedures of information submission, and improve collaboration with the local authorities, he added.

TikTok’s ecosystem now features more than six million content creators, 500,000 sellers, and 500,000 advertisers in Vietnam. It also processes nearly three billion e-commerce orders annually, Thanh added. Vietnamese users spend around 100 million hours watching videos on the platform daily.

TikTok is gradually transitioning some operations from a cross-border model to a domestic enterprise model, with support from authorities, especially Ho Chi Minh City, the executive emphasized.

In reply, Deputy Minister Tuan welcomed TikTok’s plans to expand investment, localise operations, and strengthen legal compliance. He directed the tax authorities to support TikTok on electronic invoice infrastructure, data connectivity, and tax obligations, and instructed the Foreign Investment Agency to assist with investment procedures. The ministry always appreciates international tech giants to invest in Vietnam, he added.

TikTok shop is now the second-biggest e-commerce platform in Vietnam, with a market share of 41 percent as of end-2025, up from 29 percent in end-2024. The top one is Shopee with 56 percent as of end-2025, down from 64 percent in 2024, according to local e-commerce data analyzer Metric.vn.
