Worca, a Los Angeles-based artificial intelligence (AI) talent company, announced Monday the launch of its human intelligence data center in the Philippines.
The firm said in a statement that the center is set to create over 1,000 high-skilled “AI Specialist” roles, connecting Silicon Valley’s most innovative AI startups with dedicated human experts who ensure AI systems are trained, tested, and deployed with accuracy and reliability.
The launch comes amid unprecedented growth in the global AI market, projected to reach $3.68 trillion by 2034, up from $757.58 billion in 2025, growing at a compound annual growth rate (CAGR) of 19.2 percent.
North America dominates the market, accounting for over 36.9 percent of global share, driven by tech leaders such as Google, Microsoft, OpenAI, and NVIDIA.
With thousands of AI startups emerging across the region, Worca highlighted that demand for high-quality data processing labor has surged.
At the same time, the global data labeling solution and services market is expanding rapidly, expected to reach $134.7 billion by 2034, growing from $19.7 billion in 2024 at a CAGR of 21.2 percent.
This growth is fueled by rising demand for high-quality, accurately labeled data to train AI models in computer vision, natural language processing, and generative AI – where precision and data integrity are paramount.
“Data labeling is less known but plays a very important role in AI development. Over 80 percent of real-world AI failures are missed by automated testing alone,
“AI models trained in controlled labs cannot anticipate the unpredictability of human scenarios. Our human intelligence data center is expected to capture this large market and help bridge the gap by providing human specialists whose context, judgment, and oversight are critical for deploying reliable, ethical AI at scale,” said Steven Lin, Chief Executive Officer of Worca.
Meanwhile, Ivan Gonzales, Worca Philippines Human Resource Specialist, said while algorithms can learn patterns, only humans can teach context.
“To achieve higher success rates in real-world applications, AI models must be trained and tested with human oversight,
“Our human intelligence specialists play that critical role — providing context, judgment, and real-world scenario testing that machines alone can’t replicate,” he added.
With the rapid growth of AI and the data labeling market, Worca said the firm is well-positioned to scale operations and meet demand.
It is noted that the company has the full infrastructure in place — from recruiting to salary management — in the Philippines.
The 1,000 jobs are just the starting point for Worca’s Human intelligence data center, which is designed to grow alongside the increasing need for high-quality, human-verified data.
According to the statement, the human intelligence data center leverages partnerships with universities and local agencies in the Philippines.
Currently employing 45 specialists, Worca plans to add at least 100 new hires per month throughout 2025.
