This event also saw participation from members of the public.

Organized by Digital Penang and supported by Malaysia Digital Economy Corporation (MDEC), Cradle Fund Sdn Bhd, Talent Corporation Malaysia Berhad and leading partners LAZADA, REDtone Digital Berhad, Maxis Broadband Sdn Bhd and CapitaLand Malaysia Trust, PDES 2025 marked a milestone in public-private and multi-agencies collaboration aligned with the Malaysia Economy Digital Blueprint, New Industrial Master Plan 2030, Malaysia Startup Ecosystem Roadmap 2021-2030, National Semiconductor Strategy, policies from the Malaysia National AI Office and Penang2030 vision.

Strategic Launch: Digital Economy Master Plan (DEMP) 2025–2030
One of the summit’s cornerstones was the ceremonial unveiling of the Digital Economy Master Plan (DEMP) 2025–2030. This long-term strategic roadmap outlines Penang’s vision to become a digital-first state through collaborative efforts among state and federal government agencies, GLCs, technology leaders, and industry players. The DEMP focuses on driving innovation, talent development, digital infrastructure, and inclusive access for communities and businesses.

The Master Plan was officially launched by Chow Kon Yeow, Chief Minister of Penang accompanied by Zairil Khir Johari, Penang State EXCO for Infrastructure, Transport and Digital and Ng Kwang Ming, CEO of Digital Penang, who highlighted the summit as a convergence of strategic stakeholders to unlock Penang’s collaborative innovation potential.

“This strategic convergence empowers Penangites by attracting greater investment, driving innovation, nurturing a robust talent and tech-founder pipeline, and enhancing access to homegrown innovations, technology, and infrastructure,” said the Chief Minister.
