China has proposed joint research on advanced artificial intelligence (AI) with Vietnam, including large language models (LLMs), open-source development and linking technology, talent and data resources, officials said at a Vietnam–China seminar on AI research and applications.

The seminar was held on Thursday as part of the Vietnam International Digital Week 2026, organized by Vietnam’s Ministry of Science and Technology.

Speaking at the event, Fan Bin, a deputy director in science and technology at China’s Ministry of Industry and Information Technology, said China wants substantive cooperation with Vietnam on AI. The cooperation can cover advanced research, industrial collaboration, to open-source development, and linking innovation resources.

He said the two countries could expand cooperation in smart manufacturing, the digital economy, AI, quantum technology, and semiconductors. China is ready to share experience and help Vietnam build AI capability, including affordable and easy-to-use products, the official emphasized.

Fan Bin proposed three areas of cooperation: being a partner in open innovation, narrowing the AI gap, and developing AI for human benefit.

Vuong Thi Minh Luong, a representative of the Department of Digital Technology and AI at the Ministry of Science and Technology, said Vietnam’s national AI strategy aims to shift from research and application of AI toward a comprehensive national transformation driven by the technology.

Vietnam aims to be one of the leading centers for AI research, development, and application in Southeast Asia by 2030, and among the world’s top 10 countries in AI research, mastery and application by 2045.

Luong said Vietnam is focusing on people, data, infrastructure, governance, and product development and commercialisation. She said Vietnam wants more cooperation with China on talent, data, research and AI application. She also suggested stronger links between enterprises, research institutes, and universities.
