Vietnam and Singapore will deepen cooperation in technological areas, including semiconductors, artificial intelligence (AI), quantum technology, biotechnology, advanced manufacturing, and the data economy.

Vietnam’s Ministry of Foreign Affairs made the statement in a joint statement on a technology connectivity strategy between the two countries. The statement, announced on Wednesday, followed the two countries’ first strategic dialogue, held in Singapore.

The dialogue was co-chaired by Tran Cam Tu, a Politburo member and standing member of the Communist Party of Vietnam’s Secretariat, and Chan Chun Sing, Singapore’s coordinating minister for public services and defense minister.

Building on an action program signed in October 2025 under their comprehensive strategic partnership, the two governments strive to become leading technology partners in Southeast Asia and to strengthen their technological self-reliance through cooperation. They would pursue joint research and development and build a regional innovation network linking businesses, universities, and research institutes.

On AI, the two sides agreed to work together on the safe and responsible development, deployment, and use of AI systems, drawing on regional guidance such as the ASEAN Guide on AI Governance and Ethics. The two sides also highlighted skilled human resources as the foundation of the partnership.

The statement said the two economies were complementary, with Vietnam offering a large market, a young workforce and growing manufacturing capacity, and Singapore offering strengths in research, data and AI governance, and international connectivity.

To utilize those strengths, the two governments would promote responsible cross-border data flows through the ASEAN Model Contractual Clauses under the region’s data-governance framework. Both reaffirmed support for the ASEAN Digital Economy Framework Agreement.

They will also facilitate talks between Singapore’s Infocomm Media Development Authority and Personal Data Protection Commission and Vietnam’s Ministry of Public Security and Ministry of Science and Technology on cross-border data policy.
