Vietnam’s Ministry of Science and Technology and NUS Enterprise, under National University of Singapore (NUS), will collaborate in artificial intelligence (AI), semiconductors, technology transfer, startup development, and technology workforce training.

In a statement on Friday, Vietnam’s Ministry of Science and Technology said the two sides reached a consensus at a meeting on the same day between Bui Hoang Phuong, Deputy Minister of Science and Technology, and Edward Lim, Country Director of NUS Enterprise in Vietnam.

The Singaporean side proposed three cooperation initiatives: an accelerator program in Vietnam for startups in AI, robotics, and advanced materials; expansion of the UniVentures program with Temasek Foundation to promote commercialization of university research results; and a technology transfer program from NUS to Vietnam focusing on AI, semiconductors, new materials, and medical technology.

Singapore also proposed a co-funded scholarship program for NUS’s Master of Science in Venture Creation, which combines postgraduate study with startup support and commercialization of NUS-licensed technologies.

Deputy Minister Bui urged the two sides to organize regular Vietnam-Singapore business connection forums and conferences, particularly in innovation and startups. The ministry and the NUS Enterprise should also expand cooperation in digital transformation, digital government, digital economy, and digital society.

Lim proposed that the Ministry of Science and Technology designate a coordination focal point and facilitate NUS Enterprise’s participation in programs such as Techfest and technology transfer, as well as supporting administrative procedures for Singapore experts working long-term in Vietnam.

Besides, both sides expressed the aim of commencing cooperation in August 2026 and achieving initial results by the end of the year.
