The Civil Aviation Authority of Singapore (CAAS) has awarded France’s Thales a contract to develop Singapore’s next-generation air traffic management system (NexGen ATMS) and air traffic control radars, Thales said without financial details.
In a statement on Thursday, Thales said the NexGen ATMS, scheduled to enter operational service by 2030, will replace the current LORADS III system with Thales’ TopSky – ATC One solution. The system can to handle up to one million aircraft movements annually.
The system incorporates an AI-based sequencing solution, TopSky – Sequencer, which optimizes aircraft arrival and departure flows to reduce delays, fuel consumption, and carbon emissions. The platform features an open architecture designed for future scalability and integrates cybersecurity technologies compliant with International Civil Aviation Organization and Singapore standards.
In addition to the ATMS, Thales will deploy two next-generation air traffic control radars providing round-the-clock aircraft detection capabilities. The project also includes knowledge transfer arrangements, with CAAS officers joining Thales’ project office in France, alongside localisation projects in Singapore.
Pascale Sourisse, Senior Executive Vice-President for International Development at Thales, said the NexGen ATMS represents a new chapter in Singapore’s air traffic management. Thales’s shared experience delivering projects including LORADS III has enabled co-innovation and development of the new system, the executive added.
Paris-headquartered Thales has more than 85,000 employees across 65 countries, generating sales of €22.1 billion in 2025 and allocating €4.5 billion annually to research and development.
