Singapore’s Energy Market Authority (EMA) and Japan’s Electricity and Gas Market Surveillance Commission (EGC) will strengthen collaboration on energy market regulation, promote information exchange on gas and electricity markets, and facilitate knowledge sharing on market surveillance approaches, regulation design, and system stability measures.

In a statement on Monday, the EMA said it has signed a memorandum of cooperation with the Japanese agency for the cooperation, including dialogues between the two regulators, technical exchanges, study visits, and joint research opportunities. The agreement was signed in Singapore by EMA Chief Executive Puah Kok Keong and EGC Secretary General Tatsuya Shinkawa.

Puah Kok Keong said the exchanges with EGC are part of EMA’s efforts to ensure a well-functioning energy market and reliable power supply given the rapidly evolving energy landscape. The EMA seeks closer cooperation including at the upcoming Regulators@SIEW event during the Singapore International Energy Week in October 2026, the executive added.

Tatsuya Shinkawa said Japan and Singapore share many common features in their energy sectors and face similar challenges in ensuring reliable energy supply and well-functioning electricity markets. The EGC looks forward to strengthening cooperation and enhancing consumer protection for the benefit of both countries.
