Vietnam emerged as a focal point of NVIDIA’s sovereign AI strategy, with the chipmaker announcing a new population-scale dataset developed with local technology giant FPT and confirming that Viettel AI is building a national legal AI application on NVIDIA’s open model infrastructure.

Vietnam is among a select group of countries receiving dedicated AI development resources from NVIDIA, according to a statement on Monday of the chipmaker, as part of its Nvidia GTC Taipei at Computex conference. Other participants feature France, Germany, Poland, Israel, Saudi Arabia, UAE, India, Malaysia, Singapore, Taiwan, South Korea, and Japan.

A Dataset Built for Vietnam

NVIDIA announced the Nemotron-Personas-Vietnam dataset, developed in partnership with FPT. It is part of the broader Nemotron-Personas initiative, which extends the Nemotron model family with population-scale synthetic datasets grounded in real-world demographic and labor statistics — structured, auditable datasets designed to reflect the diversity of communities, languages and economies.

FPT is also operating as an NVIDIA Cloud Partner, providing regional accelerated compute and tooling to support sovereign AI initiatives and serve customers across Asia.

Viettel AI, under Vietnamese telecommunications giant Viettel, is fine-tuning Nemotron 3 Super for a population-scale legal application in Vietnam. The deployment can enable Viettel to become an AI and telecommunications service provider, Nvidia emphasized without providing further details.

Sovereign AI

Sovereign AI is especially important for countries and industries where generic models aren’t enough to meet specific goals, as nations need AI that speaks their language, understands their laws and fits their local context, according to Nvidia. Building and deploying sovereign AI in-country requires a robust cloud platform equipped for accelerated computing and inference at scale.

NVIDIA Cloud Partners, including Viettel Solutions, YTL AI Cloud, NAVER Cloud, Visionbay.ai, and FPT, are AI clouds powered by the NVIDIA accelerated computing platform. The services can provide scalable, secure, and reliable regional compute and tools to support growing sovereign AI initiatives across Asia, Nvidia added.

In addition to Vietnam, Nvidia highlighted its cooperation cross Asia.

NAVER Cloud in South Korea has received early access to Nemotron 3 Ultra and is training HyperClova-X Next using its model architecture and datasets for enterprise services including search, maps and internal copilots.

In India, Sarvam is building multilingual voice AI agents for public sector and financial services use cases, while Gnani.ai is developing frontier language and speech intelligence models based on Nemotron 3 Nano for production-grade, sovereign-first voice AI.

In Indonesia, Rafiqspace.ai and Lintasarta are collaborating on Bahasa Indonesia speech intelligence capabilities for government agencies, national institutions and regulated enterprises.

In Japan, ABEJA is building an agentic language model for enterprise workflows using NVIDIA Nemotron libraries and datasets, trained on Japanese Wikipedia and e-government legal data. Fsas Technologies is building on-premises retrieval-augmented generation solutions for public sector and manufacturing customers requiring sovereign data handling. Manufacturing-focused Visionbay.ai is developing FoxBrain 2.0, a foundation model for factory agents.
