Ishikari Renewable Energy Data Center No.1 has signed a memorandum of understanding (MOU) with Telkom Indonesia’s subsidiary NeutraDC to connect Hokkaido Ishikari, Indonesia and Singapore, the network hub of Asia, and provide digital infrastructure that enables service deployment across all three markets for users of Ishikari Renewable Energy Data Center No.1.

The duo said in a statement on Thursday that the aim is to attract pool of Data Center tenants and GPU users from Singapore and Indonesia to Hokkaido Ishikari.

Under the MOU, NeutraDC will provide colocation services at its data centers in Singapore and Indonesia for users of Ishikari Renewable Energy Data Center No.1.

Meanwhile, Ishikari Renewable Energy Data Center No.1 will support the installation of NeutraDC Singapore’s network POP (Point of Presence) within its facility via the All-Photonics Network (APN) Innovative Optical and Wireless Network (IOWN), which will open between Hokkaido Ishikari and Tokyo Otemachi in August 2026.

The goal is to enable the use of Neutra Connect between Singapore, Indonesia and Hokkaido Ishikari.

NeutraDC regards Hokkaido as a strategic entry point for Japan, supported by the region’s strong renewable energy ecosystem and conducive policy environment.

Ishikari Renewable Energy Data Center No.1 will support NeutraDC’s consideration of using its own data halls and also assist in exploring new data center business in the RE100 zone in the Ishikari New Port area.

NeutraDC and Ishikari Renewable Energy Data Center No.1 will also jointly develop and promote cross-border GPU-as-a-Service (GPUaaS) business by combining their strengths.

NeutraDC will take a leading role in GPU system architecture and the construction and operation of AI computing services, aiming to offer Neutra Compute in Hokkaido Ishikari.

Ishikari Renewable Energy Data Center No.1 will provide and support infrastructure construction and customer development for implementation.

Both companies will realize end-to-end cross-border GPU services connecting Singapore, Indonesia and Ishikari City, Hokkaido, enabling low-latency GPU workload aggregation, secure network access for customers, and redundant network routing design.

Both parties look forward to the continued leadership and support from the Hokkaido Government to achieve these goals.

The Hokkaido government has supported the partnership since the business meeting in Singapore hosted by the Hokkaido Government in February 2025 and the subsequent visit to Ishikari in March of the same year.

Strong leadership and strategic deployment by the Hokkaido government are expected to continue.
